The Cyprus file is short compared with many programmes, and that is exactly why small mistakes stand out. I plan every case backwards from the filing date: documents that never expire are prepared first, and certificates that age quickly are ordered last. Here is the order I follow and the list I check against.

The steps from start to residence cards

BRIDGES describes the process in seven stages. I keep the same order:

  1. Check and consultation. The family composition and, above all, the source and structure of the annual income from abroad. The budget is calculated before any costs.
  2. Agreement and estimate. If the programme fits, the agreement and the estimate for your family are fixed.
  3. Finding and checking the property. A new home from a developer or a commercial property, checked before the deposit: developer, permits, title, encumbrances.
  4. Purchase and payment. The sale contract is signed and filed with the Department of Lands and Surveys. Payment goes by transfer from abroad from the applicant’s account.
  5. Income proof and documents. Proof of the family income, criminal record certificates, translations and health insurance.
  6. Filing and examination. The application goes to the Migration Department with the €500 fee.
  7. Residence cards. A trip for biometrics and the medical, and cards for the whole family.

How the application is filed

Applications with the required documents are submitted in person at the Migration Department or through an authorised representative, after booking an appointment. If a representative files for you, the application must include a certified authorisation letter signed by you, with the representative’s details, full address and phone number.

The fees are €500 on submission and €70 for each person included, for the Alien Registration Certificate where it does not already exist. The application is handled under the expedited procedure and goes to the Deputy Minister of Migration and International Protection through the Permanent Secretary of the Deputy Ministry.

The official forms

The Migration Department publishes the forms on its website. The criteria list:

  • the application form MIP2;
  • the checklist of documents submitted with the application;
  • a separate checklist for children who are students abroad;
  • an affidavit or official statement on the applicant’s annual income;
  • an official statement confirming that the applicant will not take up employment in Cyprus, except as a director of the company they invested in.

Document checklist

Identity and family

  • Passports of everyone included in the application.
  • Marriage certificate for the spouse.
  • Birth certificates of the children.
  • Where a minor child is included without both parents taking part, a consent declaration from the other parent. Only declarations signed before a consular officer of the Republic of Cyprus are accepted, and they must state consent for the child to reside permanently in Cyprus.

The investment

  • The title deed or a sale contract in your name or your spouse’s name, filed with the Department of Lands and Surveys.
  • Official payment receipts for at least €300,000 excluding VAT.
  • Evidence that the money came from abroad and not from borrowing in Cyprus: remittances, foreign card payment receipts or a bank certificate, linked to the purchase.
  • A recent search certificate from the Department of Lands and Surveys if the contract or title is more than a year old.
  • For a company investment: the shareholders certificate and certificate of incorporation, a business profile, proof of payment and Social Insurance evidence of the staff. For a fund: proof of the units, proof of payment, CySEC confirmation of the fund and its memorandum.

Income

  • Your tax return from the country where you are tax resident, or official certificates from an independent certified accountant.

Quality criteria

  • Clean criminal record certificates for you and your spouse from your country of origin and your country of residence, if different.
  • Health insurance for you and your dependants that covers inpatient and outpatient care.
  • For categories B, C and D, proof of where you will live in Cyprus.

Translations and certificates

The criteria require every supporting document to be officially translated and duly certified. BRIDGES’ document team adds practical rules that I follow: foreign documents get the apostille first and the sworn translation into Greek or English second, never the other way round. Criminal record certificates are ordered close to the filing date, because BRIDGES works with certificates issued no more than six months before submission. Surnames that are spelled differently in different passports need a supporting document that explains the difference.

Timeline

If all criteria are met and there are no concerns about criminal record, public order or security, the application goes to the Deputy Minister for a decision. The official estimate is about two months from the submission of a complete application. BRIDGES gives two to three months for the review and notes that the property search and the purchase come before that.

After approval

The residence cards are issued after biometrics in Cyprus. Plan this trip early: the official text says the permit ceases to be valid if the family, living outside Cyprus, does not take up residence in Cyprus within one year of approval. What comes next, from the two-year rule to the annual evidence, is in my guide on keeping the status.

BRIDGES publishes its document list and income checklist on the page about Cyprus permanent residence. For the money side, see my guide to costs and property rules. Last checked 19 October 2026.

Questions and answers

Do I have to travel to Cyprus to apply?

Not necessarily for the filing. Applications are submitted in person at the Migration Department or through an authorised representative. BRIDGES says the purchase can be done by power of attorney, and you come to Cyprus for biometrics and the medical.

In which language must the documents be?

The criteria say that all supporting documents must be officially translated and duly certified. In BRIDGES practice foreign documents are apostilled first and then translated by a sworn translator into Greek or English.

How long does the Migration Department take?

The official estimate is about two months from the submission of a complete application. BRIDGES gives two to three months for the review.
